建立以大学为依托的农业科技推广体系的思考

随着我国社会主义市场经济的建立和加入WTO的新形势,我国现行的以政府为主体的农业科技推广体系已显现出不足,主要表现为推广体系不够完善,成果转化率低,科研、教育、推广三者之间衔接不紧密等。文章分析了我国农业大学进行科技推广的优势,构建了以大学为依托的农业科技推广体系的基本框架和基本体系,并进行实证分析,提出了建立以大学为依托的农业科技推广体系的政策建议。

Thought over Building a Agricultural Sci-tech ExtensionSystem Based on Universities

With the establishment of a socialist market economy and under the new situation of WTO,the existing agricultural sci-tech extension system with the government as main carrier has shown its shortcomings,which are shown mainly as imperfect extension system,low conversion rate for the achievements,loose connection among scientific research,education and extension.This paper analyses the practice and advantages of the sci-tech system operated by the agricultural universities,making a policy proposal of setting up the basic framework and system of agricultural sci-tech extension system based on agricultural universities.Some empirical work is also done here.
