| 摘 要： | 国有森林资源产权制度改革是解决林区＂两危＂,建设林区和谐社会的必然选择,是促进林业生态效益、经济效益和社会效益平衡发展的必由之路。本文针对国有森林资源产权改革法律缺失的现状,研究了产权改革的法律模式,提供了产权改革的法律原则,分析了产权改革法律程序的重要意义,概括了产权改革的物权依据,构建了产权改革的纠纷解决机制,为产权改革的顺利进行奠定了法律基础。
