我国社会体育指导员的制度性缺陷与发展对策

从体育制度的角度对社会体育指导员进行分析研究,认为社会体育指导员制度是一个包括社会体育指导员基本概念,社会体育指导员相关实施办法与规则,社会体育指导员的管理、实施和监督组织机构以及基本场地设备在内的完整体系.这项制度产生了积极效应,但目前也存在概念不明、组织管理不到位、配套规章制度滞后等方面的问题.对此提出了加强宣传、逐步将管理事宜转交给相关体育社会组织、制定相关的实施细则等方面的意见和建议.

System Flaws of Social Sports Instructors and Development Strategies

From the perspective of sports system,it＇s agreed that the system of social sports instructors is an overall system including the concept,the complement and regulations,the management and supervision organization of social sports instructors.This system has an active effect,but it has some problems as unclear concept,poor management and imperfect regulations.Therefore,it＇s proposed that the publicity should be strengthened,and that the management affairs should be transferred to the related social sports organizations.
