试论社会管理中的五个难解之题与“5+1"的权变体系

多重管理、管理空虚、管理黑洞、矛盾上传和管理盲区这五个问题,是社会管理中永续存在的难题,称得上是难解之题.这些问题的一个重要特征是“常解常新”,我们不断地去解决它,它又会出现不断地“翻新”形态.之所以出现这种“难解”现象,是由于我们很难从根本上消除这些问题的成因；但是在现阶段,我们可以用权变的思路,构建“5+1”的社会管理体系,与时俱进地缓解和化解这五个难解之题.
