多源流理论的应用探索——兼论《出境入境管理法》出台的动因

多源流理论是针对政策议程研究的重要工具.本文在理论修正的基础上,尝试对其进行本土化改造,并在结合国内政策过程实际的基础上对其进行了理论扩展,借用扩展后的多源流模型,对国家出入境政策——《出境入境管理法》的制订过程进行了深入分析,描绘了问题、政策、政治这三种源流的动态作用,以及与政策之窗的结合过程,针对理论在国内应用中的问题和不足进行了讨论.

The Application of the Multiple Streams Theory --Analysis of the Drafting Motivation of the Ex/t and Entry Adm/n/strat/on Law

The muhiple streams theory is an important tool for the study of policy agenda. Based on the revised theory, this pa- per attempts to restructure and extend it according to the domestic policy process. Then by applying the extended theory model, it examines the stipulation process of national exit and entry policy - the Exit and Entry Administration Law, presenting the dynamic roles of problem stream, policy stream, political stream and the combination process with policy window. At last, the paper makes some discussion on the problems and deficiencies concerning the theory application in our country.
