| 摘 要： | 尽管水灾害的发生是“天灾”与“人祸”共同作用的结果,然而从根源上讲,“人祸”的原因更是我们需要探索和重视的。水灾害的治理及其取得实效,需要从经济、行政、法律等方面进行相应的制度创新。
