| Abstract: | Under the current situation,the international competition in comprehensive power has increasingly centered upon the contest of the competency of independent innovation in high-tech.The intellectual resources has become a critical factor that decides whether a country will be able to race to control the commanding point in the high-tech industry development strategy.Based on the understanding above,the intellectual resources strategy cannot make success without the guarantee of an effective institutional environment. |
