从太湖蓝藻突发事件看政府行政与自然的和谐

“和谐社会”是当今中国社会发展的主流．可是各类突发公共事件却越来越成为构建和谐社会的隐患．如何有效应对、妥善处理并预防类似“太湖蓝藻”突发事件的发生．维护环境安全，已成为环境保护工作的重大新课题。面对环境安全事故及跨流域、跨区域环境污染事故的频繁发生，应从排查污染隐患、建立完善的环境应急响应体系、加强环境应急基础设施建设等方面人手，减少事故的发生，减轻对环境的危害。归根结底要靠各级政府积极改变行政理念，在政府行政与自然环境的博弈中寻求一个支点使其达到平衡。
