| 摘 要： | 发展与和谐是辩证统一的，发展是和谐的前提、途径、目的；和谐是实现发展所必需的环境、条件、支撑。发展与和谐的辩证关系，落实到人类社会，展现为社会发展与社会和谐互为条件，相互促进。正确认识和把握二者的辩证关系，在建设中国特色社会主义实践中，通过推动科学发展促进社会和谐，促进社会和谐推动科学发展，实现科学发展与社会和谐的良性互动。

| Abstract: | The concepts of development and harmony are a dialectical unity. The former is the prereq uisite, the approach and the goal to achieve harmony; the latter is the environment, the condition and support to assure development. In the human society, the social development and the social harmony is mutually conditional and mutually promoting to express the dialectical relation between develop ment and harmony.. In the practice of building socialism with Chinese characteristics, it is necessary to understand and handle the dialectical relation to enhance the mutual promotion, thus achieving a positive interaction between scientific development and social harmony. |
