| 摘 要： | 通过对国外大学生资助政策的研究，我们可以得出以下启示：一是政府增加高等教育的投入，加大对贫困生的资助力度，二是健全法律体制，实现资助依法管理；三是完善助学贷款体制，确立助学贷款在资助体系中的主导位置;四是借鉴国外“资助包”模式，实现资助公平；五是实施还款代偿机制，促进人才合理流动；六是建立有效的风险防范机制，降低贷款违约率。

| Abstract: | With the study of the subsidy policy in foreign universities, the paper proposes （1） increasing government investment in higher education to provide more financial support for the poor students ;（2） establishing perfect legal system to take the charge of the aids lawfully; （3） improving the systern of student loans to ensure its dominant position in the financial aid system; （4） drawing on the experience of the ＂financial aid package＂ in foreign universities to achieve aiding fairness; （5） carrying out the compensatory mechanism of repayment to promote the rational flow of talents; and （6） setting up a risk prevention mechanism to reduce the loan delinquencies effectively. |
