所谓政治文明,就是指人民与政权关系中进步、合理成分的历史积聚过程和状态。人民与政权的关系包含着多个层面的内容,具有多种表现形态和结构,社会主义政治文明建设就是要最大限度地增强这些具体内容和结构中进步的、合理的成分。人民与政权关系的多维性决定了政治文明概念的多维性,而每一维度的政治文明都包含着相应的政策选择倾向。

Concept, structure and policy choice: a systemic analysis of the politics civilization

The politics civilization refers to the historic accumulation process and state of progressive and rational components of the relation between people and regime. The relation between people and regime includes multi-layered content, and manifests multi-folded modality and structure. Socialist political civilization construction is intended to maximally tone up the progressive and rational components of these content and structure. The multi-dimension of the relation determines that of the concept of political civilization, and each dimension of political civilization embodies a corresponding choice tendency of policies.
