丁日昌两淮盐运使任上对盐务的改革

丁日昌在两淮盐运使任上首先对盐务本身进行改革。针对以往的弊病,在运销环节上,他采取了固定引额和成本的方法,不准盐商多请引,也不准盐商少运盐;在生产环节上,他督令修复生产盐的场垣,划定界限、筹备煮盐用的草薪,减轻盐的生产者灶户和盐商的负担,以恢复和发展盐业生产。其次,他通过拟定在任盐官功过奖惩章程,并定期对官员进行选拔、考核,对管理盐业生产、流通的各级官员的作风进行了整顿。

The Salt Reform of DING Ri-Chang as a Commissioner of Salt Revenue in Huainan and Huaibei

As the commissioner of salt sales in Huainan and Huaibei,DING Ri-Chang carried out the Salt Reform firstly. Allusion to past distortions,DING Ri-Chang utilized a lot of methods. In buying and selling,he adopted the method of fixed ratio,forbidding the salt traders to buy or sell the extra amount. In production,he urged to repair the saltworks and draw a clear line between productive areas and ordered each factory to prepare enough hay for use so as to reduce the burden of salt producers and traders,which brought about the prosperity of salt industry. Secondly,charter has been made to reward the merits and punish the demerits of the salt officials. He also selected and assessed the salt officials at a regular basis,rectified the style of officials at all levels in the management of salt production and circulation.
