秦岭北麓环山带生态环境保护问题研究

秦岭北麓的生态环境保护与陕西的生态环境状况和社会经济发展质量关系极为密切。为了切实做好该地区的生态环境保护,我们采取实地调查和理论研究相结合的方法,对秦岭北麓地区的环境治理的难点问题进行了调研和分析,提出要加大治理与保护当地生态环境的力度,在生态敏感和脆弱区域实行生态移民;设置秦岭北麓环山带管理特区,以统一行政和环境监管及经济开发;加强产业环保监管,调整产业结构,走产业绿色化和绿色产业化之路等建议。

On ecological environment protection of the northern foot of the Qinling Mountain

The ecological environment protection of the northern foot of the Qinling Mountain has a closely bearing on the quality of social economic development and the condition of ecologic environment of Shaanxi. To protect the regional ecologic environment, we have investigated and analysed the difficult problems harnessing the environment of the northern foot of the Qinling Mountain by combining the theory study with on-the-spot investigation and put forward a few suggestions to protect the regional ecological environment. They are: 1. impplement ecological emigration; 2. set up the special administration zone of the northern foot of Qinling Mountain to comprehensively administer ecological environment and economic development; 3. strengthen the administration of environment protection,adjust industrial structure and develop green industry.
