| 摘 要： | 程序法定原则是行政行为必须遵循的法律程序,步骤与方式则是程序法定原则的主要内容,方式与步骤的违法即构成了行政程序的违法,行政程序的违法则属行政违法,违法的行政行为只能被撤销,因此,提高行政人员的法律素质和行政程序意识,是遵行程序法定原则的关键。

| Abstract: | Procedural legal principles are the legal procedures that administrative activities must follow and steps and ways are the main contents of procedural legal principles. Violating the steps and ways means violating administrative procedures and the violation of administrative procedures is that of administrative laws. The administrative activities violating laws can only be repealed. Therefore, to improve administrative staffs legal aptitnde and administrative procedural senses is the key that procedural legal principles should abide by. |
