"地方合作主义"中的权力"越位" --对转型期地方"红顶商人"现象的反思

安徽芜湖的“红顶商人”是转型期中国所存在的“红顶商人”、“红顶公司”现象的一个典型个案,“红顶商人”、“红顶公司”现象是在中国渐进式改革过程中地方政府自主性增强的背景下出现的。地方政府在“市场化”驱使下容易成为利益主体;同时,地方政府在渐进式改革中对地方市场、企业拥有一定的干预权力,“红顶商人”是一种“地方合作主义”的产物,这往往会带来地方政府非法的权力“越位”。

Excesses of the Authority in the Practice of "Local Cooperation"-Reflecting on the Phenomenon of Local "Red-Crown Businesspeople" in Transitional Period

Taking the "red-crown businesspeople", i.e. being both officers and businesspeople, incident occurring in Wuhu city of Anhui Province as a case,this paper analyses the phenomenon of "red-crown businesspeople" and "red-crown companies" in a period of transition. This phenomenon appears in China's gradual reform in which the local governments try to enhance their autonomy. In the wave of market economy, local governments are prone to be "beneficial owners". Moreover, they still can intervene the performance of local markets and the enterprises. "Red-crown businesspeople" are the consequence of "local cooperation", which tends to have the local governments to act beyond their authorities illegally.
