| 摘 要： | 维护公共健康和保障公民权利是艾滋病防控的两个基本价值目标。但在我国艾滋病防控中,公共健康与公民权利之间曾出现过严重对立的局面。其之所以如此,最基本的原因在于公共健康与公民权利长期以来被视为一种非此即彼的价值两难关系。文章指出,公共健康与公民权利既存在价值选择上的差异性,也存在互为目的与手段的内在统一性;艾滋病防控可以而且必须实现二者的相互促进和"双赢"。
