构建新型流浪儿童救助体系研究

年来,流浪儿童已经成为越来越突出的社会问题,据国家民政部门的官方统计,目前我国约有15万人次的流浪儿童。他们的大量存在对国家、社会、家庭及本人会带来严重危害,亟待成为政府和社会关注和救助的焦点。本文通过对现有救助体系的缺陷的分析基础上,从救助的供给主体、供给措施以及相应的法律和社会环境的角度提出了构建比较完善的流浪儿童救助体系的初步构想。
