试论对内开放中消费力与生产力互动的实践内涵与逻辑

邓小平同志指出，对外开放包括对国外与国内开放两个方面。对国外开放的内涵与实践逻辑经过李嘉图的“比较优势”理论与“两缺口”观点分析，及其世界市场上百年的实践，已经比较清楚。简单说来，就是利用“两介市场”，“引进来，走出去”。可是关于国内开放的实践内涵与逻辑的理论研究却是不够的。重庆市渝北区在扩大开放的实践中，创造了从对内开放为主向对内对外开放并重，经历了从引进消费力向引进生产力的飞跃，渝北区开放的经验对欠发达地区的开放实践进程具有普遍性借鉴意义，具有经济学理论的创新意蕴。

On the Practical Connotation and the Logic of Consumption Capability and Productivity in the Opening to the Interior

Deng Xiaoping pointed out that the opening policy includes two aspects： domestic and international. The practical connotation and logic of opening to the outside world have been analyzed by Ricardo＇s “comparative advantage” theory and the “two gap” view, and through the practice of a hundred years in world market, they have become clearer. To make it simple, the opening policy is introducing and going out by using the “two market”. However, what the practical connotation and logic of opening to the interior？ The theoretical research is not e- nough. The Yubei district of Chongqing has created the opening policy from opening to the interior-oriented to opening to both international and domestic markets, and has experienced the transition from introducing the consumption capability to introducing the productivity. The experience of Yubei district provides the reference for the practice of underdeveloped areas, which is of innovative connotation for economic theory.
