城市郊区农民参与城市化的途径及其有效性分析——以海淀北部新区为例

文章基于国内被动城市化的弊端,提出了城市郊区农民参与城市化的理念,即让农民参与分享城市化的成果、权益得以保障甚至提升.为实现这一理念,文章先从理论上构想了就业和收入两方面的实现途径,分别是以城市配套服务产业为先导促进农村劳动力就地转移、以征地补偿方式的创新提升农民土地产权参与收益分配的能力,之后以北京近郊海淀北部新区为实证分别分析了两大实现途径的有效性与合理性.

Study on Ways for Peasants in the Suburb to Participate in the Urbanization Process and Their Validity——A case study of the northern area of Haidian District in Beijing

Based on the defects of passive urbanization in the rapid urbanization process,this paper puts forward the idea for peasants in the suburb to participate in the urbanization process.The idea implies that peasants can also share the benefits of urbanization with their rights and interests guaranteed and promoted.In order to implement this idea,two major ways were conceived theoretically: accelerating rural labor force transfer with the early development of service industry in the suburb and enhancing the capability of peasants to share value increments with their property rights under the innovation of compensation for land requisition.Finally,the northern area of Haidian District in Beijing was taken as a case study to illustrate the validity of the two ways to achieve peasants' participation in the urbanization process.
