| 摘 要： | 党的十一届三中全会开创了我国改革开放的新时期，以邓小平、江泽民为核心的第二、第三代中央领导集体和以胡锦涛为总书记的党中央对人民政协的性质、地位、任务、职能、方针、主题、自身建设、党的领导等作出了巨大的理论创新，形成了完整的人民政协理论体系。

| Abstract: | The Third Plenary Session of the Eleventh Central Committee of Chinese Communist Party opened a new period of China＇s reform and opening - up. With Deng Xiaoping and Jiang Zemin at the core of the second and third generation of central collective leadership and Hu Jintao as general secretary the Party＇ s Central Committee, has made great theoretical innovation to the CPPCC＇ s nature status tasks functions principles themes self- construction and the party＇s leadership, and has formed the complete theoretical system of People＇s Political Consultative Conference. |
