论WTO下的天津服务业发展

加入WTO,对天津服务业既是机遇,又是挑战。天津服务业有着繁荣的历史,在改革开放特别是90年代后,有了长足的进步,在促进就业和提升经济结构水平方面发挥了积极作用。但从总体上看,天津服务业比重偏低,质量和供给有待于提高,内容结构不尽合理,竞争力不强等问题仍很突出。为了促进天津服务贸易的发展,应进一步加快对外开放,改善服务业结构,发挥滨海新区优势,重视人才培养,健全管理体制,转变政府部门职能,营造良好环境等。

The Development of Service Trade in Tianjin After China's Entry of WTO

(1) There exist both opportunities and challenges for Tianjin to develop its service trade after China's entry into WTO. Tianjin has had its flourishing past in service trade when our country was to pursue reform and opening policy, especially in 1990s. The service trades has played effect positively on creating more jobs and improving economic structure level in Tianjin. (2) Yet, as the matter stands, the service trade in Tianjin economy shows its deficiency as its earnings account for the bulks of the total income of the metropolis stands low and its quality and supply have to be improved, its composition is being unproperly arranged, out of keeping with the standard, thus lacking in competition. (3) To quicken the development of the service trade in Tianjin, there should be stepping up the measures of opening to the outside world, improving the composition of the service sector, giving play to the advantage of the new area bordering the sea, putting importance on fostering qualified persons, perfecting administrative regulation, transforming the function of governmental department, constructing good condition (for investment), etc.
