| 摘 要： | 节水型社会建设是我国可持续发展的选择，完善的节水法律模式和法律体系是节水型社会建设的必要保障，通过介绍目前已有的节水立法模式，借鉴国外先进的节水立法模式和节水制度的经验，结合我国节水立法的现状，指出已有节水立法的不足之处，从而为完善我国节水立法，选择适合我国国情的节水立法模式，构建完善的节水立法体系提供有益的帮助。
