薛福成对新疆问题的认识

薛福成1890年被任命为英、法、意、比四国钦差大臣。在出使欧洲期间，薛福成通过查阅资料，形成了关于新疆问题外交策略的认识。主要表现在：通过诚信外交维护国家权利；在从事外交时，既要针锋相对、据理力争，又要晓之以理、动之以情；在外交中以争得国家权利为己任；划定边界，一劳永逸；外交不忘自固藩篱；以夷制夷。虽然由于薛福成立足于中英外交，对新疆问题的认识未免有失偏颇，但他对新疆在中、英、俄三国关系中所处的形势把握得比较准确，所提出的外交策略也能切合当时中国在新疆所面临的形势，并在外交中取得了一些阶段性的成果。

Xue Fucheng's View on the Issue of Xinjiang

Xue Fucheng, who was appointed to be the government inspector, formed his view on the issue of Xinjiang by reviewing some references. This paper, elaborating on his view on the issue of Xinjiang, concludes that although Xue Fueheng advocated the diplomatie relationship between China and Britain, and some of his view on the issue of Xinjiang is wrong, his understanding of the situation in Xinjiang is correct and his foreign policy is proper.
