城市地方政府间政策协调的意义、问题与对策

随着城市化的不断发展，城市地方政府合作治理公共事务的趋势不断增强。而城市地方政府之间的政策是其合作的重要基础。针对目前我国城市地方政府间政策协调组织体系松散、协调执行不到位、欠缺法律保障等问题，可以从建立权威性的协调管理机构、推动多元主体参与政策协调过程、制定政策协调相关法律法规、完善城市间政策协调的运行机制等方面积极探寻其有效解决路径。

Policy coordination between urban governments: significance, problems and countermeasures

Progress of urbanization brings about reinforced cooperative management of public affairs between urban local governments, and policies between city governments are the foundation of cooperation. In view of the loose organization, impotent enforcement and inadequate legal guarantee concerning policy coordination, measures are suggested such as establishing authoritative organization for coordination and management, promoting multiple participation in policy coordination process, making policy to coordinate relevant laws and regulations, and perfec- ting operative mechanism for urban policy coordination.
