摘    要:我国公共经济近年来在得到较大发展的同时,也存在着许多问题和亟待解决的矛盾。由于公共经济对国家改善民生、稳定社会、增加和谐,实现社会经济发展有着积极促进作用,因而加强基层公共管理,有效促进公共经济发展意义重大,而构建科学合理的激励机制则是调动基层公共管理者积极性的重要因素。

Abstract:Despite the great development of China's public economy in recent years, there are still many prob- lems and contradictions that are in sore need of solution. Given the state public economy facilitates the improvement of people's livelihood, stable society, social harmony, and the realization of social economic development, it is of great significance to strengthen grass -roots public management and promote effectively public economic develop- ment. The construction of a scientific and reasonable incentive mechanism is an important factor to mobilize the en- thusiasm of the grassroots public management.
