每当某个官员的腐败行为被揭露出来时,我们总习惯于从腐败官员主观方面去找原因,却很少甚至根本不去探求腐败行为形成的制度环境.在党和国家政权建设中,江泽民同志高度重视监督问题.要通过党内干部监督,积极探索在地方和基层党组织内以权力制约权力,在省市县三级实行同级监督,使反腐倡廉有法可依和有章可循,使党员干部不能也不敢腐败.

Paying Attention to Construction of the Party Conduct and Enforcing the Party's Ability to Administration --On JIANG Ze-min's Supervision Theory on the Communist Party of China

When corrupt conduct of an official was disclosed,we always used to look for subjective reasons from the corrupt official.Hardly did we look for reasons from the system environment that formed the corrupt conduct. In construction of our party and country,Comrade JIANG Ze-min paid highly attention to the creation and practice of supervision theory on construction of the Communist Party of China conduct,constantly probed restriction against power of the party in the organization at the grass-roots level and put forward each supervision in three-level administration,including province,municipal and county,so as to have regulations and laws to abide by in the anti-corruption.
