| 摘 要： | 人力资源开发既有普遍性 ,又有特殊性。只有结合各地区、各民族的实际有针对性地进行研究 ,才能使理论研究更接近实践 ,也才能更好地指导实践。文章论述了研究我国西部少数民族地区人力资源开发特殊性的重要意义和这种特殊性的具体表现。认为 ,西部少数民族地区人力资源开发的特殊性是综合因素作用的结果 ,既有历史的原因 ,又有现实的原因 ;既有客观的原因 ,又有主观的原因。

| Abstract: | The human resources has universality as well as particularity.Only by studying the local conditions of different regions and all nationalities can we make theoretical study to approach practice and also still move direct practice.This article discusses the important significance and concrete embodiment of the particularity of human resources' exploitation in the ethnic area of the Western China,and holds that the particularity of human resources' exploitation in the ethnic area of the Western China is outcome of interaction of various factors,it has historical causes as well as real causes and objective causes and subjective causes. |
