舟山自由贸易港区投资便利化路径及对策

文章立足舟山群岛新区建设的实际,认为推进舟山自由贸易港区投资便利化重点是要根据国际贯例对项目管理、工商登记、口岸通关、金融服务等现有的管理制度进行改革;通过深化行政审批制度改革、完善法律保障等举措方能稳步推进和落实。改变政策设计,灵活实施项目融资,政府依托银行对自贸区大项目打包融资,实行产业链融资和信用一体化措施,试行国内国外产业联动融资,放开对民间投融资限制和行业领域的限制,出台针对浙江在国外的民间资本的外商投资保护条例,解除对民间资金投资进出的政策法规限制。

Investment Facilitation Path for Zhoushan Free Trade Port and Solutions

Based on the reality challenging the development of Zhoushan Archipelago New Area, the paper holds the view that the priority to promote the investment facilitation in Zhoushan free trade port （FTA） is to reform, according to international practice, the existing management sYstem, such as project management, industrial and commercial registration, port customs clearance and financial services, etc… These can be steadily pushed forward and implemented by deepening the reform of administrative approval system and improving legal protection. The paper also advices to change policy design and implement project financing flexibly. The government should rely on banks to finance the big FTA projects through package, implement integration of financing and credit in industry chains and pilot industry linkage financing at home and abroad. The. restrictions on private investment and financing as well as industry domain should be alleviated. The government should stipulate foreign investment protection regulations concerning overseas private capital from Zhejiang province, and lift policies and regulations restrictions on entry and exit of private capital investment.
