| 摘 要： | 由效率导向到公平导向是转变经济发展方式的核心内容。政府公平施政是转变经济发展方式的政治动力。为此,应通过树立公平导向的施政理念、构建公平施政制度体系、改进公平施政方式、坚持发展生产力与实现社会公平正义相统一的施政绩效衡量标准等多种方式与措施,推动政府公平施政,以促进经济发展方式转变,实现社会公平正义。

| Abstract: | The core of economic development pattern transformation is to change from the efficiency-oriented pattern to the fairness-oriented pattern.Governmental fair deal is the political dynamics of transforming economic development pattern.Therefore,such methods and measures as establishing fair deal idea and system,improving the implementation of fair deal,and insisting on the unity of productivity and fairness as performance measure should be taken to promote governmental fair deal and economic development pattern transformation and realize social fairness. |
