| 摘 要： | 由于历史传统、自然条件和国家政策等原因,我国东中西部地区农村发展差距进一步拉大,呈现出明显的非均衡发展的特征。福利经济学为统筹农村区域均衡发展提供了理论基础。因此,应该正确运用福利经济学的相关理论,正视农村区域发展非均衡的现实状况,转变长期以来国家非均衡发展战略的思维定势,在扩大农村公共财政覆盖范围、提供均等化公共服务以及存量适度调整、增量重点向中西部农村地区倾斜的原则下,制定切实可行的政策措施,实现东中西部农村区域均衡发展。
