| 摘 要： | 能源管理体制是能源发展的前提和保障,也是能源立法的核心内容之一。我国目前正在进行的能源管理体制改革和能源立法变革有助于解决我国目前能源管理中职能分散、各自为政、监督缺位、恶性竞争等问题。通过设立能源政策制定与协调机构、宏观管理机构和市场监管机构3个既分工又配合、层层细化的能源管理机构,整合我国的能源管理职能,形成完善的能源管理体系,将是我国能源发展的关键。
