| 摘 要： | 环境非政府组织(ENGO)的出现是中国社会结构变化的一个表征,体现了社会的进步。然而,中国的ENGO尚未充分发挥其应有的环境保护功能,具有明显的法团主义特征,表现为官民二重性、发展规模的自控性和"绿化"职能的单一性。法团主义是ENGO生存的策略选择,具有一定的现实合理性。但从长期来看,只有去除法团主义特征,ENGO才能更好地发挥环境保护的本质职能。
