中国乡村城市化与小城镇发展战略研究

中国乡村城市化以农业劳动力就地向非农产业转移 ,非农产业与非农人口镇 (乡 )集聚 ,乡村生产方式和生活方式向“城市式”发展为主要特征。目前各级各类小城镇在推动城乡经济结合 ,促进农村工业化和产业化发展 ,推进区域经济发展 ,促进农村精神文明建设和农村产业结构调整等方面发挥着重要作用。但乡村城市化仍普遍存在土地占用量大而利用率低 ,规划滞后、布局分散而效益偏低 ,城市化水平有限、环境质量不保证且市场容量较小等一系列问题。为推进中国乡村城市化的可持续发展 ,实现新时期我国城镇化发展战略目标 ,文中拟构了小城镇发展的六种基本模式 ,包括功能辐射型、产业开发型、科技创新型、市场主导型、生态建设型和文化保护型等发展模式

Study on Rural Urbanization & Developing Strategies of Township in China

Rural urbanization in China is mainly characterized by labor migration from agriculture to nonagricultural industries,nonagricultural industries and population agglomerated in township,as well as the changes in productive mode and living mode of township,which gradually trend to urban mode.At present,different township plays important roles in many aspects that involve promoting the combination between urban economy and rural economy, accelerating development of rural industrialization and region economy,and impelling construction of ethical or spiritual values and adjustment of industrial structure in township.However,rural urbanization still has a series of problems,for example,land using of nonagricultural industries has occupied a great amount of land in the lower utilization ratio,land-using plan has fallen behind with scattering distribution and lower efficiency,meanwhile,rural urbanization is still of lower level with disadvantage environment and market.To promote sustainable development of rural urbanization in China,and to realize the developing strategic goal of urbanization in new period,the six fundamental patterns of Chinese township development have been suggested as follows:the patterns of township function radiating,industry developing,science and technology innovating,market dominating and culture preserving.
