合作国家背景下我国行政法基本理念的变革

行政法基本理念的产生与发展，与其背后的国家理论密切相关。不同的国家理论孕育不同的行政法基本理念。国家理论发生变迁，行政法基本理念也应随之变化。建立在传统国家理论基础之上的我国行政法基本理念的诸多学说，存在着缺陷和不足。目前，我国正处于社会转型时期，国家理论呈现多元化和复杂化，合作国家理论诞生。合作国家理论背景下，行政法基本理念也随之变化，“合作论”孕育产生。
