| 摘 要： | 建立紧急状态下的军事管制制度不仅是完善民主宪政的一项重要制度,更是反"台独"军事斗争准备的重要内容和迫切需要。笔者在对军事管制法律制度的理论和实践分析的基础上,提出了构建我国军事管制法律制度的一些设想。
