权利或制度:民主多义性辨析

尽管民主概念具有模糊性和多义性,但民主之本义即是指人民当家作主的权利。现实中人们很容易将民主与民主制混同起来,从而导致人们将目的与手段的混淆,误认为借用民主形式、民主制度就等于实现了民主。其实,建立了民主制度未必就达到了民主的目的。因为民主——人民当家作主的权利,是任何民主制度长期追求的、理想的价值目标。

Right or System: the Differentiation and Analysis on the Polysemy of Democracy

The concept of democracy is always characterized by polysemia and ambiguity,but the essential meaning expresses that the people have the right to be the owner themselves.It's easy to confuse democracy with democratic system in practice,so that people often confuse democratic method and democratic purpose,and misunderstand that if we achieve democratic systems,we would get the level of democracy.Actually,that's a wrong thought,because for any style of democratic system,democracy,the right belonging to the people themselves,would be an ideal purpose of value.
