| 摘 要： | 在全面建设小康社会战略目标条件下,重点分析了西部地区经济发展战略与对策,强调在基本经济制度上必须压缩国有制、扩大私有制,在新型工业化道路方面应优先发展信息产业,在西部开发过程中,应修改《矿产法》,构建新的矿产资源开发体制,必须解决西部大开发的根本问题———"三农"问题,建立长期、稳定的资金渠道,贯彻"尊重劳动、尊重知识、尊重人才、尊重创造"的方针。

| Abstract: | According to the strategic target of building our country into a better-off society comprehensively,the paper analyzes the western area economy and strategic countermove,and emphasizes the reduction of state-owned enterprises and enlargement of private ownership.The information industry ought to be preferentially developed. Minerals law Ought to be amended.The paper points out the fundamental problem of the western development is to solve "three farming problems" and to establish the steady capital channel.Finally,the paper points out we should carry out the policy of "respecting labor,knowledge,talented persons,and creation. |
