| 摘 要： | 根据国民经济和社会发展第十一个五年规划编制的要求,引入战略评价的概念,通过建立国民经济和社会发展规划战略评价的指标体系和评价模型,就如何对国民经济和社会发展五年规划进行评价做定量研究,并应用这一方法对某城市“十五”发展规划的执行情况进行实证性分析。

| Abstract: | In accordance with the requirments of the 11th Five-Year plan on national economic and social development,with the introducing concept of strategic evaluation from elsewhere,making a rational research on how to evaluate national economic and social development by establishing a target system and a evaluation model of strategic evaluation on national economic and social development,and applying this method to make the matter-of-fact analysis on the implementation of a certain city during its proceeding of the developing plan of the 10th Five-Year plan. |
