高等院校基建档案现代化管理探析

高等院校基建档案是高等教育机构重要的档案资源，是高等院校基本建设活动重要的历史凭证，主要包括高等学校基建管理和基建工程项目形成的并有保存价值的文字、图表及声像载体材料。新时期高等学校基建档案具有档案材料的专业性和成套性、内容复杂性和广泛性，以及持续周期时间长等特点，但仍存在缺少专业化档案管理人员、基建档案归档材料质量不高，建设单位与城建档案馆衔接性差、高等院校基建档案现代化管理程度低等问题。对此，高等院校要完善并严格执行基建档案管理制度，保证归档材料的齐全完好；学校领导重视和采取经济手段制约，确保基建档案归档材料质量；配备专业档案管理人员，促进基建档案专业化管理；高度重视基建档案现代化管理，加快基建档案信息化进程。

On the Capital Construction Archives Management in Colleges and Universities

As a kind of important archival resources and a proof of history, the capital construction archives of colleges and universities mean the written, diagrammatic and audio-visual materials which are formed in the course of the capital construction management and project operation of colleges and universities and thus worth keeping. In the new period the capital construction archives of colleges and universities are characterized as professional, integrated, complicated, extensive and periodically long. Meanwhile, problems exist in them： the shortage of special archives management personnel, the low quality of capital construction archives, the poor link between the project providing units and the urban construction archives and the poorly modernized archival management. It is suggested that colleges and universities should complete and strictly perform the capital construction archives management system to ensure that the archives are all in good condition, pay much attention to and take economic means to ensure that the archives are all in good quality, staff the capital construction archives management with special personnel to ensure that the archives are all in specialized management and attach much importance to the modernization of the capital construction archives management to accelerate the IT application in the capital construction archives.
