高新技术开发区与区域创新系统互动发展研究

从区域创新系统与高新技术开发区关联性的研究现状入手，首先从吸引知识、人才、技术、产业的聚集，改善区域创新系统的建设环境以及提供制度保障的角度深入剖析了高新技术开发区对区域创新系统建设的重要作用；然后，从区域创新系统拥有的社会资本和经济资本对高新技术开发区区位选择、发展规模、发展速度、信息交流、知识的获取和转移、产业生产链结构的优化以及生产效率提高的影响出发阐述了区域创新系统作用于高新技术开发区发展的机理。进一步，本文对高新技术开发区与区域创新系统在地域上、结构上、功能上、目标上的互动关联性进行了仔细的梳理，并提出了在政策上以将高新技术开发区的发展与区域创新系统的建设相结合，以高新技术开发区为基础构建科技创新平台并打造区域经济品牌从而促进两者间互动发展的建议。

Interactive Development of High-tech Development Zone and Regional Innovation System

The important roles of high-tech development zone on regional innovation system are studied based on investigations of the relevance between them. The research is firstly carried out from the perspective of attracting agglomeration of intelligences, talents, technologies and industries, improving construction environment of regional innovation system and providing institutional guarantees. Then the reaction mechanism of regional innovation system on high-tech development zone development is elaborated from the perspective of influences of social capital and economic capital that the regional innovation system owned on location selection, development scale, development velocity, information communication, knowledge acquisition and transfer, industrial chain optimization and production efficiency improvement of high-tech development zone. Furthermore, the interactive relationship between high-tech development zone and regional innovation system is summarized from regions, structures, functions and aims. Finally, the policy suggestions are put forward, e.g. combining high-tech development zone and regional innovation system to construct scientific and technological innovation platform, building regional economic brand and promoting the interactive development of them.
