A historical review of evolution of public management

In the primitive society, public management was not a conscious behavior of the primitive man and was not taken as an occupation. In the slavery time, in some civilized countries in the East and West, a wealth of public management thinking had been accumulated, yet no system was fully developed. By the time of feudal age, both the East and West had developed their own public management thinking with their own characteristics respectively. China paid more attention to talented people and the exploiting and utilizing of these human resources. On the other hand, the West had a stronger sense of democracy. In the capitalist time, public administration played an important role in the public management, which developed quickly as a science. The contemporary public management, which evolves from the science of public administration, is developing as a new frontier and branch science in the world.
