瞿秋白在俄国盘桓的两年，正值苏俄经济从“战时共产主义”转向“新经济政策”时期，他对“新经济政策”有较为全面地介绍、认识和分析，为此留下了大量关于这一政策实施依据、实施内容、实施效果的第一手资料，并对如何建设社会主义经济提出了自己的看法。认真梳理和分析这些资料有助于我们认清当前社会主义经济建设的发展方向。

On Qu Qiu-bai's Exposition on the Soviet Russia's New Economic Policy and its Contemporary Significance(Part I)

During Qu Qiu-bai＇s two-year stay in Russia, the country is shifting from its “Wartime Com- munism” to the period of “New Economic Policy”. Qu had made a relatively comprehensive introduction, learning and analyzing of the “Policy”, and had left behind a great deal of first-hand material about the foundation, content, and effect about the “Policy”. Also he had advanced some of his own views about how to carry out the building of socialist economy. A review and analysis of these materials will help us have a clear idea of the today＇s direction of socialist economic construction.
