| Abstract: | Based on the theories and experiences of economically developed areas, with the SWOT analysis to Binhai new district, this paper brings forward the methodology of industries' planning from time dimension, space dimension, function dimension and value dimension.Then,five countermeasures are put forward to realize regional economy development, including the constructing of one 'core',two'harbors', three 'nets', four'bunches'and five 'flows'. |
