| 摘 要： | 人口老龄化给福利国家社会保障制度带来巨大冲击，现收现付的筹资模式因为不断攀高的税率而饱受责难，各国纷纷掀起了社会保障制度改革的浪潮。与此同时，经济学家也日益关注社会保障与经济增长的问题。新古典学派认为物质资本是经济增长的源泉，新增长学派则提出人力资本是经济增长的根本动力。不同研究视角对社会保障与经济增长的相关性形成了许多不同的看法，也给社会保障的政策制定与实施带来不同的影响。

| Abstract: | Ageing takes a challenge to social security system of welfare countries, which are reforming their pay-as-you-go mode. At the same time, economics are studying effects of social security to growth. Neoclassic School considers the physical capital is the main power to hoist the growth but New Growth School thinks the human capital is that. Different opinions result from different angles of view, and will influence on policy making of social security. |
