| 摘 要： | 包容性发展既是一种发展理念,也是一种发展方式,其核心内容是公平合理地分享经济发展的成果,促进发展的协调与均衡。包容性发展理念为中国社会政策的设计和完善提供了价值基础和行动指南。中国社会政策的建构要追求公平正义、注重协调发展、强调权利保障、重视能力建设。

| Abstract: | "The inclusion development" is a development concept,and is also a development mode.Its core content is making all population to share development results fair and reasonably.The state of balanced and coordinated development is its goal.The concept provides some new basic values and action guides for Chinese social policy design and improvement.So,we should pursuit fairness and justice,focus on the coordinated development,protect civil rights and improve the citizen’s ability in the process of Chinese social policy construction.These contents are the target of Chinese social policy construction. |
