依法治国与以德治国的重点在于"治官"

依法治国和以德治国的重点都应当是"治官",这是由阶级整体意志和官员的特殊地位、特殊职业道德等决定的,也是"治众服人"的前提和基础.应当正确处理和把握好德治与法治的辩证关系,正确处理好"治官"与"治民"的辩证关系,确立德治与法治并重的思想,摒弃以人代法、德主法辅、官贵民贱等封建残余思想.
