关于民族地区自然保护区政策制定与实施的思考——以云南省屏边大围山国家级自然保护区为例

以云南省屏边国家级自然保护区为例,从社区参与有关自然保护区的政策制定和实施、自然保护区及周边社区生态环境的变化以及社区生计安全状况3个主要方面展开调查和分析,发现不仅有关保护区政策的制定与现实有偏差,而且政策的执行也没有充分考虑到社区的参与,不能反映社区的需求,从而导致了社区与保护区关系的对立,其背后是保护与发展的对立,应引起相关部门的高度关注。

Reflections on Policy Making of Nature Reserves in Ethnic Areas

This article,by taking Pingbian National Natural Reserve as an example,analyzes the conflicts between nature reserve and communities living in or near the reserve and their core causes,and reflects how the establishment of natural reserve broke the linkage between human beings and nature.It focuses on the participation of local communities in decision-making and implementation of policy and laws,evolution of ecological system within and around nature reserves,and livelihood security of the communities.The conclusion is that the policy making cannot reflect the real situation,especially local communities' livelihood security,and there is few participation from both local government and communities.This is far from the spirit of harmonic society so needs much attention from the policy-maker.
