| 摘 要： | 为促进国有林区的可持续发展,从2006年开始,伊春作为国有林权改革的试点地区,率先进行了国有林地流转。通过建立评价指标体系,对伊春林地流转前后的成效进行对比分析,得出伊春林地流转过程取得了良好的经济、生态和社会效益,为国有林地的产权流转积累了重要经验。

| Abstract: | In order to promote the sustainable development of state-owned forestland,Yichun,as the pilot of the state-owned forestry reform of property rights,started to implement the state-owned forestland circulation.This article is the analysis of the effectiveness of the state-owned forestland circulation at Yichun through the establishment of evaluation index system.The Circulation of State-owned Forestland at Yichun has achieved good economic,ecological and social benefits,and has accumulated significant experience for the transfer of the property rights of state-owned forestland. |
