浅析叶利钦的个人外交及其作用

叶利钦执政期间,总统倾向于个人外交,寄希望于通过私交打开外交局面。在他执政的八年期间这种情况随处可见,其中也不乏神来之笔。不可否认这种个人外交发挥了一定的积极作用,但是由于叶利钦及其所属外交部没有明确的维护国家利益的坚定的外交方针,其执行起来成效不显著显得力不从心,当国家之间发生利益冲突时这种个人友谊在外交领域就显得相当脆弱了。

Analysis of Yeltsin's Personal Diplomacy and Its Function

In Yeltsin's regime, the president preferred to using "personal diplomacy" to open the way for his diplomatic situation. During his eight years' regime, the president often used this approach and sometimes it proved to be effective. It is undeniable that personal diplomacy had ever played an important role. However, this kind of approach couldn't be put into effect perfectly solely because Yeltsin and the Foreign Ministry had no clearly diplomatic policy safeguarding the state benefits. When benefit conflicts between countries happened, personal diplomacy would become very vulnerable in the arena of diplomacy.
