A Strategical Ponder upon the Plaming of Building Shenyang into an Ecologic City

In the wake of the rapid development of social and economy and the transformation of agricultural society towards urbanized and industrialized society,it is often seen that many cities have been polluted before they set out to harness it,and,as a result,the conflict between economic development and environmental protection are getting sharper and sharper.As a city of provincial capital,Shenyang has made great coodinated progress in social economy.In the light of the requirement of the Scientific Outlook of Development,Shenyang has made the strategic arrangement of trying to really building the city into an ecologic metropolis within a couple of years.currently,however,Shenyang still maintains a certain distance from the goal of an ecologic city.On the basis of the actual situation of Shenyang,this paper puts forward some measures and conception in respects such as legal institutions,innovative mechanism,management,etc so as to propel forward Shenyang's ecological development and the work of the ecologic city building.
